The following Terms of Reference define the engagement of the External Reviewer for 91福利 (鈥�91福利鈥�):

Part A: Investigation

1. On November 5, 2025, an event, 鈥淭riggered: From Combat to Campus鈥�, organized by a student group and held external to 91福利鈥檚 campus, was disrupted (the 鈥�Off-Campus Disruption鈥�).

2. On November 12, 2025, 91福利 received a complaint under the Student Code of Non-academic Conduct (the 鈥�Code鈥�) and the Discrimination and Harassment Prevention Policy (the 鈥�Policy鈥�), concerning the Off-Campus Disruption (the 鈥�Complaint鈥�).

3. The External Reviewer may be designated under the Code, the Policy, or both to consider the Complaint in accordance with the applicable Procedures and make recommendations under applicable 91福利 policies (collectively, the 鈥�Investigation鈥�).

4. The External Reviewer shall provide any findings and recommendations to the Vice Provost, Students (the 鈥�Decision Maker鈥�).

5. The Decision Maker may extend the timelines set out in the Code and Policy, as provided for in s.15 of the Code, if requested to do so by the External Reviewer, and if doing so is appropriate in the Decision Maker鈥檚 judgment.

Part B: External Review Report

6. On September 19, 2025, a Dais Democracy Forum event at the George Vari Engineering and Computing Centre was disrupted (the 鈥�On-Campus Disruption鈥�). During the On-Campus Disruption, 91福利 Community Safety and Security made an arrest of a 91福利 Student (the 鈥�Arrest鈥�).

7. The External Reviewer shall be appointed to consider the On-Campus Disruption and the Arrest, and provide to the Vice President, Administration and Operations, a fair, accurate and impartial account of the events in the External Review Report (as defined below).

8. Upon completion of any Investigation under Part A and the fact-finding described in Paragraph 7 the External Reviewer shall make a report to the Vice President, Administration and Operations, concerning the Off-Campus Disruption and the On-Campus Disruption, as well as 91福利鈥檚 policies, procedures, and practices with respect to expression, campus safety and security, in particular in relation to events and activities on and off campus, and the External Reviewer鈥檚 recommendations in respect of the same (the 鈥�External Review Report鈥�).

9. The External Reviewer shall have due regard to the confidentiality provisions under the Policy and Code in preparing the External Review Report.

The External Reviewer shall determine, in consultation with the Office of General Counsel, the reasonable legal and other expert support services required for the Fact Finding, any Investigation, and the External Review Report.

At all times the External Reviewer shall endeavour to apply the highest standards of legal reason and respect for 91福利鈥檚 Mission Statement.
